経済産業省によると2015年の世界の水ビジネスの市場規模は上水、下水、産業用水・排水の各分野における施設整備や事業運営などを合わせて83兆円で、2020年には100兆円を突破すると見込まれています。

世界的にみると、海外では水メジャーと呼ばれる企業が活躍しているほか、新興国の大規模水ビジネス企業も台頭していますが、日本企業のシェアは小さいです。

さて、水ビジネスの本命は、何かですが、筆者は、農業用水の節水技術にあると考えています。

そのビジョンについては、追って説明することにして、今回は、I2U2を取り上げます。

インド、イスラエル、アラブ首長国連邦（UAE）、アメリカの4カ国で構成される新しい枠組み「I2U2」の初の首脳会談が7月14日、オンラインで開催されました。

アメリカ政府としては、I2U2をイランに対抗する枠組みとして位置付けたいところといわれています。

I2U2は、安全保障以外の6つの分野（エネルギー、食糧安全保障、健康、宇宙、輸送、水）で共同の投資を進める計画です。

The food security project envisages an investment of $2 billion by a UAE sovereign fund to develop a network of integrated food parks across the states of Gujarat and Madhya Pradesh. Companies from the US and Israel will offer innovative solutions. The programme will incorporate climate-smart technologies that help in reducing food wastage, conserving fresh water and using renewable energy. India will provide the land for the project, which will be driven by private sector companies that already have an expertise in this sector. Israel will provide advanced hydroponics technology that is likely to be deployed with an initial focus on the cultivation of banana, potato, rice, spices and onion.

The first I2U2 leaders’ summit aims to encourage joint investment in six areas such as water, energy, transportation, space, health, and food security.

Earlier, the UAE said it would invest $2 billion in agricultural food parks across India to improve food security in Southeast Asia and the Middle East.

The leaders’ meeting took place on the first full day of US President Joe Biden’s visit to Israel. The leaders of other countries remotely joined him.

In a joint statement, the summit leaders said that food parks are part of an effort to create innovative, inclusive, science-based solutions to improve food security and sustainable food systems.

以前、UAEは、東南アジアと中東の食料安全保障を改善するために、インド全土の農業用フードパークに20億ドルを投資すると発表しました。

３）フードパーク構想

以上のように、インドのフードパークで、節水技術を確立することが含まれています。

世界の灌漑技術は、歴史的には、英国が、インドのトマソン工科大学で確立したものが、現在のスタンダードになっています。この技術は、配送効率が悪いことが課題です。

灌漑方法は、特殊な装置が不要な湛水灌漑が基本です。

この方法は、植物の根域以外の土壌に、多くの水分を与えてしまうので、ロスが大きくなっています。
